Greater Napanee names John Pinsent as CAO, Jessica Walters hired as clerk

After a nation-wide search, the Town of Greater Napanee has announced the appointment of its new Chief Administrative Officer (CAO), John Pinsent, MBA, CPA, and the appointment of its new manager of legislative services/municipal clerk, Jessica Walters.

“On behalf of Council and Staff, I am happy to welcome John Pinsent to Greater Napanee as our new CAO,” says Mayor Marg Isbester. “I look forward to John bringing himself up to speed to prepare the municipality for the changes and challenges that lay ahead. I also welcome John and his family as part of our community.”

“I am also happy to welcome Jessica Walters to the position of manager of legislative services/municipal clerk,” Isbester continued. “Jessica will help round out the staff within Community and Corporate Services, in a position that is constantly working to keep current on changes in governance and policy, as directed by council.”

Pinsent brings a wealth of municipal knowledge with him to the Greater Napanee community, having served as CAO for the Town of Woodstock, New Brunswick, and currently as CAO of the Township of Ramara, Ontario. He has extensive experience in transformational leadership, developing strategic plans and corporate policies. Pinsent holds a Master of Business Administration (MBA) and an Ontario Certified General Accountant (CGA) Bachelor of Business Administration from the Royal Military College of Canada and is bilingual in English/French. His 20 plus years of professional experience includes holding senior management positions such as director general – CBSA Renewal (Special Assignment), director general resource management and Deputy Chief Financial Officer (DCFO) at the Canada Border Services Agency (CBSA), and vice-president – Enterprise Business Services, Chief Financial Officer and Chief Information Officer for the National Energy Board. Pinsent has family ties to the Greater Napanee community and says he looks forward to beginning his duties as CAO. As for Walters, she obtained a certificate in Local Government Administration from the University of Regina and BA Coursework towards a degree in International Studies from St. Stephen’s University. She has spent the past eight years working in municipal government. Walters has served as the city clerk at the City of Meadow Lake, Saskatchewan since 2015. Before her role as city clerk, she previously held the position of acting city manager at the City of Meadow Lake.

Both CAO and town clerk begin their respective roles within the Town of Greater Napanee on Sept. 20.
