County tenders its portion of Phase 2 of Dundas Street reconstruction

Low-bidder Gordon Barr Construction Ltd. wins contract

Kingston-based Gordon Barr Construction Ltd. will be working on the second phase of the Dundas Street reconstruction after Lennox and Addington County council approved a tender for $1,998,397 plus HST Wednesday.

On Nov. 8, representatives from consultant G.D. Jewell Engineering. Inc, L&A County and the Town of Greater Napanee opened tenders for work on a 0.35-kilometre stretch from Centre Street to Adelphi Street in the presence of the four bidders: Barr, Ottawa Greenbelt Construction Ltd, Taggart Construction Ltd. and Bonnechere Excavating Ltd.

The  work includes new storm sewers, sidewalks, curbs, gutters, and an asphalt surface. The County is covering the roadway, storm sewers, and electrical costs. The Town of Greater Napanee is to replace and upgrade water and sewer mains through the entire project, which has been marketed as “Diggin’ Downtown.”

In a report received by County council Wednesday, roads and bridges manager Chris Wagar said staff set up a weighted criteria that went beyond simply bid price. Scores were broken down with 60-per-cent consideration of cost; 15 per cent each for project references and company experiences; as well as work plan and schedule; and 10 per cent for project staff and company resources.

Ultimately, Barr had the lowest price for both portions of the project as well as the overall cost, which was $4,230,293 before HST. The high bid, overall, came from Bonnechere, at $4,565,761.62.

Greater Napanee council will be responsible for deciding whether to accept Barr’s tender of $2,231,896 plus HST for its portion of the work — as staff recommended — or make alternate plans.

The County’s portion of the work, expected to cost $2,033,568.79 including tax will be included in the 2018 budget. With a contingency and provisions for engineering services, the total amount budgeted will be $2.6 million.

The work is expected to take place between April and October next year. The third phase of the project will be west of last year’s project area between Centre Street and Robinson Street with construction running west to Hessford Street. A similar timeline is anticipated for 2019, which is expected to be the final year of the Dundas Street reconstruction.
