A disaster ready to happen

Frequently I travel under the CN Railway near the Napanee Falls,to travel down the roadway and park my car at the foot of the falls. As I look to the left of the roadway, I see a disaster ready to happen. Large boulders that were positioned there to help to hold up the railway are very dangerously protruding out, ready to fall onto the road. It is alarming to think what could happen to a train if that wall falls down.Greater still is the impending danger to the lives of people who would be in proximity to that location.
 Is it the responsibility of CN Rail or the town of Napanee to closely and quickly look into this matter before disaster strikes?
