Truck traffic depends on demand, not location

In the March 3 issue of The Beaver (Napanee Residents Raise Concerns During Virtual Meeting) Councillor Johnson raised Tomlinson’s argument that if the proposed asphalt plant is not located in the Napanee location, gravel will have to be trucked elsewhere resulting in more trucks on the road.
Am I missing something here? It seems to me that the number of trucks shipping gravel out of the quarry depends on demand, not the location of the processing plant. The amount of gravel trucked out would be the same in either case. However, with the asphalt plant located in situ, the trucks would now be carrying that gravel mixed with asphalt. That’s decidedly more volume and as a consequence, many more trucks. You may also add into the equation the number of trucks bringing the asphalt component into the site to mix with the gravel. Any high school science student knows about the Law of Conservation of Mass. Apparently Tomlinson doesn’t, or would have us believe in magic… or KoolAid.
