Questions about budget, snow, and speed limits

Just a couple of observations and questions if I may.

I noticed the Town of Greater Napanee is holding budget meetings in March, according to a notice in a local paper.  Earlier this month the City of Kingston announced that its budget for 2018 had been approved.  Why is it that Napanee doesn’t begin budget deliberations and pass a budget until a third of the year has gone by?  It stands to reason that a budget should be set before the year begins.

The town has purchased a sidewalk plow and clearing the sidewalks of snow.  Great!  Shortly after the plow had cleared the sidewalk in front of my house and I had cleaned my driveway, the street plow barreled by and filled in the sidewalk and the end of my driveway.  Is it not possible to co-ordinate plowing or to slow the street plows down?  The sidewalk plow returned later to clear the sidewalk a second time.

A deputation to council earlier this year requested that the speed limit on Bridge Street West from Center Street to York Street be lowered to 40 km/hour.  The OPP, after monitoring traffic for a period of time, determined that excessive speed on this section of Bridge Street was not excessive.  Council then turned down the request to lower the speed limit.  I would submit that traffic on this section of the street and west of York Street (where the speed limit is, in fact, 40km/h) often travels well in excess of the posted limits.
