OPP lay charges in March death at Quinte Detention Centre

Lennox and Addington OPP have laid charges in connection with the death of an inmate at Napanee’s Quinte Detention Centre.

On March 18, 2019, Lennox and Addington Paramedic Services responded to QDC on Richmond Boulevard in Napanee, after an inmate was found unresponsive and subsequently pronounced dead at the scene.

Members of the L&A OPP Crime Unit, under the direction of Det. Insp. Mary Shannon of the OPP Criminal Investigation Branch, commenced an investigation into the death of Hendrik Peter Ryskamp, 31 years old, from Kingston.

As a result of the investigation, Barry Samuel Kerlovich, 41 years old from Napanee, was arrested today and has been charged with:

  • Manslaughter contrary to section 236(b) of the Criminal Code;
  • Traffic in Schedule I substance – Opioid (other than heroin) contrary to the Controlled Drug and substance Act; and
  • Possession of a Schedule I substance for the purpose of Trafficking-Opioid (other than heroin) contrary to the Controlled Drug and Substance Act.

The accused is scheduled to appear at the Ontario Court of Justice in Napanee today.
