Harold Creighton, by letter and personal application, requested the privilege of being able to operate an open air rink on the vacant lot on the corner of Adelphi and Dundas Streets during the coming winter.
Council moved that the request be taken to the police committee with power to act.
At the request of the local committee in charge of the Red Cross Campaign for Funds, the mayor was authorized to issue a proclamation naming the week of Nov. 13 to 18 be recognized as Red Cross War Appeal Week.

Members of Lennox and Addington Board of Education and county secondary school teachers were in Napanee on Oct. 24, 1989 to meet with a fact-finder appointed to clarify contract issues between the two parties.
As many as 180 county teachers of the Ontario Secondary School Teachers Federation had been without a contract since Aug. 31 of that year.
-Paul Macklam, the Napanee resident previously convicted of murdering his father’s fiancee two years prior, died at Lennox and Addington County General Hospital.
The 44-year-old was convicted of murder in Cobourg by the Ontario Supreme Court of Canada. He was subsequently released after serving only three weeks of a life sentence at Millhaven Penitentiary to undergo surgery for a brain tumour at St. Michael’s Hospital in Toronto.
-A 24,000 foot expansion planned for the Lennox and Addington County General Hospital was granted $400,000 towards construction costs from the county.
-Don Mazankowski, deputy prime minister of Canada and federal Minister of Agriculture was expected to visit Napanee on Nov. 17, 1989.
He was to be the special guest of Bill VanKoughnet, MP for Hastings-Frontenac-Lennox and Addington.
