Bag tags a cash grab

I have read the last two weeks about the garbage bag tax forcing residence of Greater Napanee in to mandatory 25 bag tags every six months at a cost of $100.
A garbage bag increase of 33 per cent is outrageous to begin with, adding insult to injury by forcing people to purchase more bag tags than they would normally use under the guise of a tax is absolutely ridiculous. People should have the right to purchase bag tags if and when required, this should be their decision, not one made for us by town council.  In what world does this make any sense?
There are people that do not have garbage picked every week and seniors who go south for the winter, that are going to have to pay for tags when they are out of the country from November to April, where is the sense or logic, is this even legal?
People are on a budget and are stretched thin as it is.  Whomever came up with this idea has missed the mark completely and clearly upset a lot of the residence.  This is simply “a cash grab”, forcing people to pay out more money than they would otherwise. If this were not a cash grab, the town should be willing to refund for the tags not used, but I don’t see that happening.
